Matching Funds available for MedTech Innovators
In 2020 Top Sector Life Sciences & Health (Health~Holland) and Health Innovation Netherlands (HI-NL) decided to work together and advise consortia funded through the Match Call program to make use of the HI-NL infrastructure, expertise, and services. This is particularly encouraged when the innovation studied is likely to request CE-marking during the consortium project or within the next 2 years. The shared goal of Health~Holland and HI-NL is to set new health innovations on the right path towards adoption and use from the beginning.
The TKI-LSH Match Regulation
Health~Holland encourages and facilitates public-private partnerships (PPPs). To encourage (new) PPPs, the PPP Allowance regulation has been established (also known as Match Call). The regulation is realized by Health~Holland and provides financial support to PPPs by matching investments made. The impact of the Match Call for the LSH sector has increased greatly since its start in 2013, in 2020 its financial potential reached almost €61M.[i]
HI-NL Round Table service
HI-NL offers a unique “Round Table” service to health(care) innovators. The HI-NL Round Table brings all involved stakeholders together at the same time - from patients, medical specialists, insurers, health authorities, and/or regulators – and provides the necessary insights and input on the value and needs of the innovation. Participants’ different perspectives and recommendations for the innovation are discussed, and collective tailored guidance is provided to the innovator on how to move their valuable innovation to implementation and adoption successfully. The sole purpose of HI-NL is to give innovators from all perspectives early insight into the path they will have to follow to successfully bring their innovation not simply to the market, but also the have it implemented, used and -if needed- reimbursed in the daily health(care) system.
Match Call supported Round Tables
In 2020 the first Round Table supported by a Match Call grant was held successfully, advising on a novel SARS-CoV-2 rapid test developed by TNO. The useful discussions and hands-on advice on next steps that were the results of this Round Table were praised by the innovators. In January 2021, another Round Table making use of the Health~Holland /HI-NL collaboration took place, and there are many more to follow this year.
“Last year we started with the HI-NL Round Table service. Bringing all involved stakeholders together at an early stage to guide innovators univocally, proved to be extremely valuable for everybody involved. Collaborating with Health~Holland makes the HI-NL Round Table service even more accessible for innovators.”
Irene Kanter-Schlifke, Director Operations HI-NL
For consortia that are eligible for the Match Call program and are working on an innovation that would be helped by the guidance of HI-NL, the combination is an excellent proposition. The consortium will get the all the benefits of the HI-NL Round Table while being supported by the PPP Allowance to cover (part of) the related costs.
"We are happy to work together with HI-NL to encourage PPPs to make use of the Match Call program in combination with HI-NL’s Round Table service. The HI-NL Round Table service supports the goals we have with our program: to stimulate development of sustainable and innovative products in the LSH sector)”
Jolande Zijlstra, Innovation Manager Health~Holland
Supporting the Health & Care missions: +5, -30
HI-NL is also proud to contribute to the five missions defined by the Ministry of Health, Welfare and Sport by collaborating with Health~Holland. These missions are further elaborated in the Knowledge and Innovation Agenda (KIA) 2020-2023[ii] by the coalition on Health & Care.
The central mission is that in 2040 all Dutch citizens will live at least five years longer in good health, with the health gap between low and high social-economic groups being diminished by 30%.
Medical technology can play an important role in realization of this mission. New innovations have the potential to make care more accessible to all citizens and more affordable to the system. However, it remains essential to evaluate upfront and advise on how an innovation can actually add the value we expect and guide it to be implemented in a way that is meaningful for its users. HI-NL supports this central mission by providing such guidance and helping to generate the appropriate evidence of value.
Technology also facilitates the transition of care from the clinical setting to the home setting (mission II) and enables people with chronic conditions or limitations to actively participate in society (mission III). In those cases, health innovations will often be used by citizens and patients themselves, for example to monitor progression of their condition at home, with or without active guidance by a healthcare professional. HI-NL helps giving actionable guidance based on stakeholders’ requirements early on, increasing chances of successful implementation.
